This work plan addresses recommendations presented in previous Site Characterization Reports and DEC's requests for additional site assessment. "Offsite" is the area located outside the refinery's property boundary in the downgradient north-northwest direction, based on the approximate extent of the dissolved phase sulfolane plume.

This"IRAP" Addendum proposes additional interim remedial actions to address light nonaqueous phase liquid (LNAPL) and groundwater impacts at the Flint Hills Resources Alaska, LLC North Pole Refinery. This Addendum focuses on constituents of concern (COCs) identified in previous plans, and it supplements the IRAP submitted September 2010 that presented a plan to optimize the existing remediation system to aggressively address LNAPL and sulfolane-impacted groundwater on site.

This report was prepared to describe site characterization tasks completed thus far because of the refinery's groundwater plume and the results of those tasks for the Flint Hills Resources
Alaska, LLC. Data gathered are being used to complete a Human Health Risk Assessment and to construct the computational groundwater model. The data are feeding into an Onsite Feasibility Study and an Offsite Feasibility Study, which will evaluate remedial alternatives.
